You can skip the [''] parts if you already are on iOS 6.1.3. 
[The way to install this is open itunes and update to iOS 6.1.3 (Included in torrent)
You can do this by holding down Shift/Option and pressing restore iphone in Itunes
Select the IPSW file from iOS 6.1.3]
When you are on iOS 6.1.3, go to Itunes hold down Shift/Option and press Check For Updates select the IPSW file from iOS 7.
