It was labelled as Scared Straight (1999) although it doesn't look like '99 to me.  However, it is a more modern version of the original Scared Straight (1978).  A new generation of young punks.  It would be interesting to see it in 2017 and how political correctness, among other things, has changed the program (if it still exists) and how prisoners interact with the youth and what they can and cannot say to them.  The tough 1978 methods would likely be considered "bullying" today, and the overt references to homosexual prison rape would likely now be deemed "homophobic."
