Commissioner Lin is arriving in Canton, to clean up the opium trade. Kung fu Master Lin Hai Nan saves him from assassination, and the Commish asks him to make cannons to fight the foreigners who want pieces of the middle kingdom.
 Master Lin also forms a local militia, and teaches them how to make the six element sword.
